The background images are resized to the resolution of the output of the player being used. Some players even automatically stretch the background for you.
The menu items do not have a fixed absolute position. This is determined by the alignment defined in the HTML. Menu items can be aligned left, center, or right. See style.ini for example.
Font sizes are determined depending on output resolution of player, and each player may produce slightly different results.
If you were thinking of producing a skin with borders around text and menus then I wouldn't recommend it as it may only be suitable for the player is was designed with. It's better to design skins which are more generic and flexible like the Sykik and Cyberlink themes.
