Hi Shrek,
as what I have observed the swisscenter.ini file will only be written by SC in the /config directory after you have generated the database.
However, since you still have the reported problems you are not getting to the menu point where SC asks you to generate the database.
For me it seems that you still have problems with the rights to access files.
Unfortunetely, I am not experienced with LINUX at all.
I followed Klaas guide to install SC on the LINUX OS coming with the Synology NAS DS207+ (OS=BusyBox V1.1.0), therefore some of his installation steps might work on your installation as well. I guess step 6 could address your problem.
I am not sure whether this will help you, but at least you could give it a try!
